Toward a National Adaptation Strategy for Canada: Key insights from global peers

The report analyzes 12 adaptation policy instruments from 11 countries to inform Canada's development of its first national adaptation strategy. It identifies global trends, such as increasing legislative backing and iterative planning, and proposes 13 considerations for Canada across four areas: the development process, federal action mobilization, implementation, and global leadership.

• Global trends in adaptation planning show that 72% of countries have adopted at least one national-level adaptation planning instrument, with another 9% currently developing one.
• An examination of 12 adaptation policy instruments from 11 countries indicates that legislative backing for national adaptation action is increasing and more than half of the examined instruments have been or will be recently updated.
• While most reviewed countries have codified national coordination responsibilities and defined cycles for risk assessment and reporting, social inclusion is frequently referenced but gender equality is rarely emphasized throughout policy instruments.
• The report proposes 13 considerations for Canada's NAS, including the need for a unified approach to national climate risk assessment, the use of the strategy to advance reconciliation with Indigenous Peoples, and the integration of gender equality and nature-based risk management.
