Technology Transfer for Climate Change Adaptation

This report examines the intersection of climate and trade policy frameworks to enhance the transfer of adaptation technology to developing countries, specifically focusing on the roles of the UNFCCC and the WTO.

• The report argues that accelerating technology transfer for climate change adaptation, particularly in developing countries, requires a stronger integration of climate and trade policies.
• To support technology transfer for climate resilience, trade policy-makers are encouraged to participate in adaptation planning and consult national adaptation strategies. Simultaneously, climate policy-makers should use national adaptation plans and assessments to clearly communicate barriers and technology needs to align with trade frameworks.
• The report suggests that bilateral and regional trade agreements can be used to address specific adaptation needs through the inclusion of capacity building and technology cooperation provisions.
