Trade and Climate Change Implications for Food Security: The case of mainland Southeast Asia

This report examines the complex relationship between trade policy, climate change, and food security in mainland Southeast Asia, using Cambodia as a case study to highlight the need for holistic, participatory, and long-term policy strategies.

• Trade and climate change influence food security through three primary mechanisms: national and international trade policies (such as liberalization stimulating growth and food access), direct climate impacts on agricultural availability via destructive weather events, and the interlinkages where climate-driven food scarcity affects global prices and may trigger restrictive trade policies.
• Analysis of the 2008 food crisis and the 2008-10 global economic recession in Cambodia demonstrates that food insecurity is linked to broader social and economic vulnerabilities beyond agriculture, necessitating a holistic approach to food security policymaking.
• To ensure food security, countries in the Mekong region are encouraged to maintain integration through the World Trade Organization, ASEAN, and the Greater Mekong Subregion forum, while avoiding protective measures like the rice cartel proposed after the 2008 food crisis.
