Trade and Climate Change Implications for Food Security: The case of mainland Southeast Asia

The report examines how trade policies and climate change impact food security in mainland Southeast Asia, specifically the Mekong region. Using Cambodia as a case study, it argues that food security must be addressed holistically and with a long-term vision, warning against trade protectionism in favor of regional integration through the WTO, ASEAN, and the Greater Mekong Subregion forum.

• Trade and climate change influence food security through three primary channels: national and international trade policies (such as liberalization increasing household income), direct climate impacts on agricultural availability via destructive weather events, and the interlinkages where climate-driven food scarcity affects global prices and triggers restrictive trade policies.
• Analysis of the 2008 food crisis and the 2008-10 global economic recession in Cambodia demonstrates that food insecurity is linked to broader social and economic structural vulnerabilities rather than just agricultural factors, necessitating a holistic and participatory approach to policymaking.
• To ensure food security, countries in the Mekong region should maintain their path of integration via the World Trade Organization, ASEAN, and the Greater Mekong Subregion forum, and avoid trade protectionism, such as the proposed but unrealized rice cartel following the 2008 food crisis.
