Promoting an Integrated Approach to Climate Adaptation: Lessons from the coffee value chain in Uganda

This report describes a 2013 pilot initiative by the International Institute for Sustainable Development and partners to promote an integrated approach to climate adaptation within Uganda's coffee value chain, utilizing 'Climate Dialogue Theatres' to analyze risks and responses.

• A six-month pilot initiative in 2013 involving the Uganda Ministry of Trade, Industry and Cooperatives, Makerere University, and the Climate and Development Knowledge Network used 'Climate Dialogue Theatres'—a drama-based qualitative and participatory method—to engage 80 participants from the coffee value chain in Rakai district and Kampala.
• Climate hazards including floods, droughts, and changing rainfall patterns negatively impact all coffee value chain actors, though coffee farmers and processors are generally more vulnerable than exporters, middlemen, and traders because of weak organizational capacities, limited diversification, and an unfavourable policy environment.
• While most actors are attempting to minimize climate hazard impacts, some responses are unsustainable, and climate adaptation is specifically hindered by a lack of trust and communication between value chain actors.
• The study proposes three 'win-win' solutions: strengthening networking and partnerships through existing platforms and incentives; creating flexible financial products via public-private partnerships and capacity building; and increasing investment in climate-resilient infrastructure, specifically telecommunications, storage facilities, irrigation systems, and roads.
