Adaptive and Inclusive Watershed Management: Assessing policy and institutional support in Uganda

This report assesses how Uganda's water sector institutions and policies integrate gender and climate change considerations into planning, budgeting, and monitoring, utilizing a desk review of strategies and interviews with sector officials.

• Climate change is identified as an emerging major threat to health and well-being in Uganda, impacting both the quality and quantity of water. This is compounded by a rapid population growth rate that is expected to significantly increase water demands and hinder the achievement of development goals.
• Women in Uganda, who primarily use water for small-scale agriculture and household needs, face the greatest impact from degraded water catchments. Their ability to adapt to climate change is limited by restricted access to education, credit, land, and control over household income.
• Uganda demonstrates leadership in its institutional and policy systems regarding the mainstreaming of gender and climate change within water management, with several institutions incorporating these factors into monitoring, budgeting, and planning across different levels.
