Targeting Agricultural Electricity Subsidies in Haryana

A report based on a survey of 1,600 farmers in Haryana, India, analyzing the distribution of agricultural electricity subsidies and recommending the use of the PM-KUSUM solar irrigation scheme and slab-based tariffs to better target support toward marginal and low-income farmers.

• Agricultural electricity subsidies in Haryana are poorly targeted, with the wealthiest farmers receiving 50% of the subsidies compared to 30% received by the poorest farmers.
• The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme can improve subsidy targeting by providing financial assistance for solar-powered irrigation to marginal and low-income farmers, though awareness of the scheme is low, with only approximately 17% of surveyed farmers having heard of it.
• To reduce fiscal stress on the state government and distribution companies (DISCOMs), the report recommends moving from flat-rate tariffs to slab-based tariffs to increase costs for large landowners who use more power, and utilizing state government registries (such as those from the revenue and civil supplies departments) to better identify poor beneficiaries.
