National Monitoring, Evaluation, and Learning Systems for Climate Change Adaptation

This report analyzes national monitoring, evaluation, and learning (MEL) systems for climate adaptation in Canada, France, Kenya, Namibia, Peru, Somalia, Tonga, the United Kingdom, and Vietnam. It finds that while monitoring has improved since 2014—with Kenya establishing legal frameworks and others strengthening NAP processes—evaluation and learning remain underdeveloped. Additionally, the systematic integration of gender equality and social inclusion (GESI) is lacking, despite examples from Kenya and Vietnam. The report emphasizes the link between these national systems and global UNFCCC processes, such as the UAE Framework for Global Climate Resilience.

• Since 2014, countries have increased the integration of MEL into national adaptation plans (NAPs). Kenya has created legal frameworks for MEL, while Canada, Somalia, and Namibia have used their NAP processes to strengthen systematic approaches.
• Current MEL systems prioritize monitoring and reporting over evaluation and learning activities, which are less prominent. However, nearly 50% of the reviewed countries have used monitoring progress reports or evaluations to inform later policy cycles.
• The systematic integration of gender equality and social inclusion (GESI) into national MEL systems is insufficient, although Kenya and Vietnam have incorporated specific GESI indicators.
• National MEL systems are linked to global United Nations Framework Convention on Climate Change (UNFCCC) processes, specifically including the UAE Framework for Global Climate Resilience.
