Turning Pledges Into Action

This report evaluates the implementation of the Glasgow Statement, which commits 39 governments and public finance institutions to end international public finance for fossil fuels by the end of 2022. It finds that while USD 28 billion per year could be shifted toward clean energy, most signatories have not yet published aligned policies. The report identifies risks such as gas exemptions and highlights best practices from the UK and Denmark, while using case studies from Ethiopia and Sri Lanka to show how the statement can prevent fossil fuel lock-in in low- and middle-income countries.

• The Glasgow Statement has the potential to redirect USD 28 billion of international public finance from fossil fuels toward a clean and just energy transition on an annual basis.
• Implementation of the Glasgow Statement is lagging, as most participating countries and institutions have not yet made their aligned policies public. Policies held by export credit agencies are noted as being particularly behind and requiring significant improvement.
• Primary risks to the successful implementation of the statement include the creation of extensive exemptions for gas support and a deficiency in concrete strategies for increasing transformative clean energy support.
• Effective policies for excluding international public finance for fossil fuels have already been established in the United Kingdom and Denmark, as well as by the European Investment Bank, the French Development Agency, Swedfund, and Financierings-Maatschappij voor Ontwikkelingslanden.
• Case studies involving Sri Lanka and Ethiopia demonstrate that the Glasgow Statement can help low- and middle-income countries accelerate a just and clean energy transition while avoiding fossil fuel lock-in.
