Tracking Progress: MEL in NAP Processes

This synthesis report by the NAP Global Network analyzes how 62 countries have integrated Monitoring, Evaluation, and Learning (MEL) into their National Adaptation Plan (NAP) documents, based on submissions to the UNFCCC as of June 30, 2025.

• There is a gap between the stated status of MEL system implementation and the existence of concrete planning, with only 39% of NAPs providing a roadmap, work plan, or timeline for implementation, despite a majority stating implementation is planned, in progress, or completed.
• Efforts to track whether NAPs reduce risks for the most vulnerable populations are incomplete, as only 45% of countries mention that gender-responsive indicators are planned, in progress, or developed.
• MEL systems serve multiple functions within the iterative adaptation cycle—which includes impact, vulnerability, and risk assessments, planning, implementation, and MEL—by supporting accountability, institutional learning, and the generation of data for international climate reporting under the Paris Agreement.
