Tracking Progress: MEL in NAP Processes

• There is a gap in the ability of countries to track risk reduction for vulnerable populations, as only 45% of countries mention gender-responsive indicators as planned, in progress, or developed within their NAPs.
• MEL systems serve multiple functions within the iterative adaptation cycle, including assessing the effectiveness of strategies, supporting institutional learning and accountability, minimizing unintended consequences, and providing data for Paris Agreement international climate reporting.
