Critical Minerals for Africa's Inclusive Growth and Development

This report, co-published by the African Development Bank and the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF), examines how Africa can leverage its critical minerals to drive inclusive growth, industrialization, and regional integration by shifting from raw material exports to value-added production.

• Africa can achieve inclusive growth and industrialization by transitioning from the export of raw mineral materials toward the development of competitive value chains, improved infrastructure, strengthened governance, and sustainable financing.
• The strategic significance of minerals like cobalt, lithium, nickel, rare earth elements, and platinum group metals is driven by their role in digital transformation, advanced manufacturing, and the global energy transition, though definitions of 'criticality' vary by country based on policy objectives and supply chain vulnerabilities.
• To ensure an equitable transition, the report advocates for international cooperation via platforms like the G20 to create governance frameworks that balance supply security with Sustainable Development Goals and promote responsible sourcing and technological innovation.
