Adaptive Policy Analysis of Saskatchewan's 25-Year Water Security Plan

This report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) to evaluate the seven goals of Saskatchewan's 25-year Water Security Plan (WSP). The analysis found that the tool is not well suited for plans that have not yet been implemented and revealed significant gaps in direct program support for adaptation actions.

• The pilot application determined that the ADAPTool is not an appropriate instrument for evaluating plans that have not yet entered the implementation phase.
• Analysis of the 25-year Water Security Plan showed a lack of direct support for the majority of adaptation actions; specifically, 133 of 198 total adaptation actions lack direct program support, while 65 are supported either directly or indirectly.
• Five of the seven reviewed policies were found to be vulnerable to climate change impacts. The report suggests increasing efforts to investigate feasible water withdrawal levels under various climate change scenarios to mitigate this vulnerability.
• The policies analyzed performed relatively well regarding multistakeholder involvement and foresight methods. Additionally, five of the seven policies include explicit review mechanisms, and the overall 25-year plan is scheduled for review every 5 years.
