Progressing the Transition Away From Fossil Fuels

This guide from the International Institute for Sustainable Development provides a framework for policy-makers to design effective global and national roadmaps for transitioning away from fossil fuels (TAFF). • Effective transition away from fossil fuels (TAFF) roadmaps require adherence to specific core principles: alignment with the best available science, the application of the Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC) principle, and a combination of national ownership and international coordination.
• National TAFF roadmaps should be comprehensive and operationalize existing plans by integrating several key components: energy access, pathways for fossil fuel production and consumption, the reform of fossil fuel subsidies, economic diversification and just transition, and finance.
• Successful international coordination for the transition requires structured producer–consumer coordination, the reform of global credit and finance systems, increased technical and financial support, supply chain cooperation, shared policy knowledge, common standards, and coordinated political signals.
• Despite the acceleration of clean energy investment and deployment, current plans for fossil fuel consumption and production are not aligned with climate science, which leaves countries vulnerable to fiscal, economic, and geopolitical risks.
• In 2024, the world's largest fossil fuel importers spent USD 314 billion on fossil fuel subsidies, prioritizing these over clean energy by a ratio of 2.5 to 1.
