IGF Mining Policy Framework Assessment: Rwanda

This document introduces the results of a Mining Policy Framework (MPF) assessment for Rwanda, conducted by the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) with support from the Government of Canada. The assessment aims to help the Rwandan government target implementation efforts, inform capacity-building, and monitor progress in mining policy.

• The IGF Mining Policy Framework (MPF) assessment process consists of two phases: an initial evaluation of national, regional, and international frameworks against six specific themes to identify strengths and gaps, followed by the development of a capacity-building program to address those gaps. The six themes evaluated are Legal and Policy Environment, Financial Benefit Optimization, Socioeconomic Benefit Optimization, Environmental Management, the Post-Mining Transition, and Artisanal and Small-scale Mining (ASM).
• Since 2014, the IGF has completed MPF assessments for the Dominican Republic, Madagascar, Mongolia, Senegal, Suriname, and Uganda, and intends to conduct three assessments annually based on member requests.
• The IGF conducted a regional workshop for Africa to provide training on the 'IGF Guidance for Governments: Managing Artisanal and Small-Scale Mining' for government representatives from 14 African countries, following a request from a consortium of East African countries.
