Climate-Related Human Mobility Across Different Levels of Adaptation Governance

This report examines the integration of climate-related human mobility—including migration, displacement, and planned relocation—into national and sub-national adaptation planning and governance, utilizing case studies from Costa Rica, Senegal, and Sri Lanka.

• Sub-national and local actors are critical to the implementation of National Adaptation Plan (NAP) priorities and frequently lead national agendas regarding adaptation to climate-related human mobility, making vertical integration between planning levels essential.
• There is a disconnect between policy and practice because, although many National Adaptation Plans mention human mobility, they typically fail to specify how those commitments are implemented and integrated across various governance levels.
• Methods for incorporating human mobility into sub-national governance via national adaptation planning include the development of sub-national plans, the localization of NAP priority actions, the strengthening of local leadership, and the enhancement of finance and information flows at the sub-national level.
