2013 ADAPTool Application Adaptive Policy Analysis of Nova Scotia: Selected policies and programs of Nova Scotia Environment

This report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) conducted by the International Institute for Sustainable Development (IISD) and Nova Scotia Environment to evaluate the adaptability of three environmental management programs in Nova Scotia.

• The ADAPTool is an Excel-based tool designed to evaluate existing policies and programs based on their ability to support adaptation measures in response to specific stressors and their general capacity to respond to both defined and unforeseeable future changes.
• In the pilot analysis of three Nova Scotia Environment programs, the policies demonstrated strength in enabling networking, self-organizing, and formal stakeholder consultations during implementation and development. While formal review processes and decentralization were addressed to some extent, these often relied on informal practices that were not sufficiently formalized.
• The analysis concluded that further improvements are needed regarding actors' capacities, adaptation needs, and the diversity of expenditure, institutional, and economic policies to better support a wide range of adaptation stakeholders.
