Towards Sustainable Development in Manitoba: Recommendations for Manitoba's Watershed-Based Policy Framework

• The Province of Manitoba has proposed a watershed-based policy framework consisting of three primary initiatives: the "GRowing Outcomes in Watersheds (GROW)" program for agricultural ecological goods and services, a "Watershed-Based Drainage and Water Resource Management" approach for drainage and water retention, and the "Modernization of Manitoba's Conservation Districts Program" to improve collaboration and outcomes.
• To ensure the proposed watershed-based programming is sustainable, achievable, and impactful, IISD recommends that the framework aim for net gains in water-retention capacity and priority ecological goods and services (EGS), utilize geographic targeting to match actions with the most effective regions for cost-efficiency, and implement an evidence-based evaluation framework that analyzes value-for-money and cumulative improvements.
• IISD suggests that the framework adopt diverse measurement methods—including remote sensing, community-based monitoring, traditional and local knowledge, and cost-benefit analyses—and strengthen coordination across agencies, processes, impacts, and geographies.
