What Does the First Global Stocktake Mean for the National Adaptation Plan Process?

This report examines the relationship between the first global stocktake (GST) under the Paris Agreement and the National Adaptation Plan (NAP) process for developing countries, providing recommendations for integrating GST outcomes into domestic adaptation efforts.

• The first global stocktake, concluded at COP 28 in 2023, indicated that while there are near-universal actions to implement the Paris Agreement, nations are not currently on track to achieve long-term adaptation and temperature goals.
• The NAP process is identified as the primary mechanism for developing countries to reduce climate vulnerability, strengthen resilience, and systematically improve adaptive capacity.
• Developing countries can use the outcomes of the first global stocktake to validate their current implementation trajectories and integrate identified good practices and recommendations into their NAPs.
• The outcomes of the global stocktake can serve as a tool for countries to advocate for necessary means of implementation, specifically regarding technological transfer, capacity building, and finance for NAP execution.
• Active contribution to the second global stocktake is recommended to ensure the priorities and views of developing countries are included in the collective assessment process regarding the global goal on adaptation.
