Coherence as the process of joint and integrated policy making

This case study by the International Institute for Sustainable Development (IISD) and GIZ examines the implementation of the 2030 Agenda for Sustainable Development, the Paris Agreement, and the Sendai Framework on Disaster Risk Reduction in Germany. It focuses on the mechanisms and enabling factors required to achieve policy coherence across different levels of governance to strengthen resilience and reduce vulnerability to climate change and disasters.

Specifically, the Sendai Framework and several Sustainable Development Goals (SDGs) identify resilience as a central aspect, while the Paris Agreement links climate action to sustainable development.
• Governments often struggle to implement horizontal and vertical integration and coherent policy processes in practice. There is a lack of research providing practical recommendations and lessons on the enabling factors and mechanisms needed to create functional linkages for the systematic implementation of global agendas.
• Analysis of the German case study indicates that coherent implementation of global agendas relies on strong political will and must involve all administrative levels. The study concludes that there is no universal approach to enhancing institutional and policy coherence, but it identifies six good practices based on the German experience.
