Strengthening Adaptive Capacity in Two Canadian Provinces: ADAPTool analysis of selected mining policies in Manitoba and Saskatchewan

This synthesis report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) to evaluate mining policies in Manitoba and Saskatchewan. The analysis focused on the impact of climate change stressors—specifically increased drought, excessive moisture, and increased temperatures—across four mining phases: exploring and siting, development, operations, and closure and remediation.

• The ADAPTool was used to assess 15 mining-related policies (six in Manitoba and nine in Saskatchewan) to determine their ability to support adaptation measures and their general adaptability to defined and unforeseeable changes.
• The analysis identified specific climate change stressors—increased temperatures, excessive moisture, and increased drought—and mapped them to vulnerabilities and adaptation actions: Manitoba identified 37 vulnerabilities and 48 adaptation actions, while Saskatchewan identified 44 vulnerabilities and 66 adaptation actions.
• The assessment revealed that both provinces lacked support for building-related and transportation actions, and failed to sufficiently utilize scenario planning and foresighting methodologies to integrate mitigation measures into mining policies despite significant climate risks.
