How Timor-Leste Is Using the National Adaptation Plan (NAP) Process to Scale Up Ecosystem-Based Adaptation (EbA)

This case study examines how the government of Timor-Leste integrated Ecosystem-based Adaptation (EbA) as a guiding principle within its National Adaptation Plan (NAP) process to link climate action with ecosystem protection.

• Timor-Leste submitted its initial National Adaptation Plan (NAP) document to the United Nations Framework Convention on Climate Change (UNFCCC) on March 31, 2021. The plan identifies Ecosystem-based Adaptation (EbA) as a guiding principle and a foundational element for a systems approach to long-term prosperity, peace, disaster risk reduction, and climate adaptation.
• The document positions the National Adaptation Plan (NAP) process as an effective driver and mechanism for national governments to scale up and mainstream Ecosystem-based Adaptation (EbA), which is a form of Nature-based Solutions (NbS). In developing countries, EbA is noted for simultaneously improving the resilience of livelihoods and ecosystems.
