Africa Transformation-Ready: The strategic application of information and communication technologies to climate change adaptation in Africa

The report examines how information and communication technologies (ICTs) can be strategically applied to climate change adaptation in Africa. It utilizes an analytical framework that categorizes adaptation interventions into four areas: addressing vulnerability drivers, building response capacity, managing climate risks, and confronting climate change. The analysis is supported by case studies from Senegal, Malawi, and Uganda to suggest practical actions and policy interventions for building adaptation capacities.

• ICTs possess three core capacities—generating and disseminating information, facilitating actor coordination, and increasing efficiency in government and business processes—that are highly relevant to climate change adaptation, although they are currently less deployed in adaptation than in health or education.
• The report employs an analytical framework that divides adaptation interventions into four specific categories: addressing vulnerability drivers, building the response capacity of local/regional systems and communities, reducing and managing climate variability and change risks, and confronting climate change.
• ICTs within the context of adaptation are classified based on their relevance to policies and planning, their role in infrastructure and tool investments, and their function in sharing knowledge and information.
