This research paper examines the critical role of financial resources and technological transfer in achieving the Sustainable Development Goals (SDGs) and the Paris Agreement. It traces the evolution of international development policy from the 1972 Stockholm Conference to current frameworks like the Addis Ababa Action Agenda, highlighting a persistent funding gap and a digital divide that hinder progress in developing nations.

• There is a significant global funding gap for sustainable development, with the annual deficit to achieve the SDGs estimated between 2.5 and 3 trillion dollars. While global financial assets exceed 200 trillion dollars, funding remains a major bottleneck due to slow growth, high debt, and the impacts of the COVID-19 pandemic.
• Developed countries have struggled to meet the commitment of mobilizing 100 billion dollars annually for climate finance. In 2017, the total climate finance provided and mobilized was 71.2 billion dollars, the highest since 2013, but still below the target.
• A persistent digital divide and unequal access to technology exist between developed and developing nations. Although official development assistance (ODA) for science, technology, and innovation (STI) capacity building increased from 0.9 billion to 2.4 billion dollars between 2014 and 2019, this growth did not extend to Least Developed Countries (LDCs), landlocked developing countries, Small Island Developing States (SIDS), and Africa.
• Digital technologies such as cloud computing, blockchain, big data, and artificial intelligence offer potential for resource efficiency and zero-carbon energy systems, but they also introduce risks including identity theft, government surveillance, data-based discrimination, and cyber-warfare.
• Specific countries have linked their climate ambition to the receipt of technological and financial support. Mongolia pledged to increase its emission reduction target from 22.7% to 27.2% by 2030 if it receives aid for carbon capture and waste-to-energy technologies, while Thailand indicated an increase from 20% to 25% with improved technology transfer and financial support.
