Addressing Loss and Damage

This report analyzes National Adaptation Plans (NAPs) to determine their role in addressing loss and damage. It finds that 49% of developing countries' NAPs reference loss and damage and 95% mention disaster risk management, positioning the NAP process as a key tool for identifying country-specific risks and implementing actions to minimize climate-related losses.

• Nearly half of the National Adaptation Plans from developing countries explicitly mention the concept of loss and damage, which is defined as climate change impacts and risks that exceed the adaptation capacities of ecosystems, communities, or countries.
• National Adaptation Plans serve as a mechanism for minimizing loss and damage by including concrete actions, with 95% of these plans referencing disaster risk reduction and/or management.
• The NAP process is considered relevant to loss and damage discussions because it provides country-specific analysis, clarifies the relationship between adaptation and disaster risk management, and outlines specific actions to reduce losses.
