Just Transition to a Green Economy

This report, commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for the German Federal Ministry for Economic Cooperation and Development (BMZ), examines how just transition policies can address employment and social justice challenges in developing countries and emerging economies during the shift to an ecologically sustainable economy.

• The report argues that while just transition is frequently linked to the energy sector, its principles are applicable to any sector undergoing difficult reforms affecting government, employers, and workers, particularly as nations strive to meet the Paris Agreement, the Sustainable Development Goals, and Agenda 2030.
• The study utilizes a literature review and expert interviews to analyze just transition case studies in developing and emerging economies, specifically focusing on fossil fuel subsidy reform, coal phase-out, sustainable agriculture and land use, waste management, the circular economy, and renewable energy development.
