Progress on Vertical Integration in National Adaptation Plan Processes

The report examines the integration of national and sub-national governance in climate adaptation planning. It finds that most developing countries' NAPs assign sub-national governments roles in planning and implementation, and all NAPs reference at least one non-state sub-national actor. The analysis emphasizes that vertical integration is essential to ensure adaptation priorities reflect local realities and that resources are effectively channeled to sub-national actors.

• The majority of national adaptation plans (NAPs) in developing countries assign sub-national governments roles in climate change adaptation, primarily focusing on planning and implementation, and less frequently on monitoring, evaluation, and learning (MEL).
• Every NAP reviewed references at least one non-state sub-national actor, including communities, small businesses, CSOs, smallholder producers, and representative groups for youth, women, persons with disabilities, and Indigenous Peoples.
• A significant number of NAPs acknowledge the necessity of local context for adaptation by referencing locally led adaptation and community-based adaptation.
