Progress on Vertical Integration in National Adaptation Plan Processes

This synthesis report analyzes how countries are advancing vertical integration—the creation of strategic linkages between national and sub-national governance levels—within National Adaptation Plan (NAP) processes. Based on a review of NAP documents submitted to the UNFCCC's NAP Central as of July 2023, the report examines the roles of sub-national governments and non-state actors in the planning, implementation, and monitoring, evaluation, and learning (MEL) stages of climate adaptation.

• Most developing countries' National Adaptation Plans (NAPs) assign roles to sub-national governments, primarily focusing on planning and implementation, and to a lesser degree, monitoring, evaluation, and learning (MEL).
• Every NAP reviewed references at least one non-state sub-national actor, including communities, small businesses, CSOs, smallholder producers, and representative groups for youth, persons with disabilities, women, and Indigenous Peoples.
• A significant number of NAPs acknowledge the necessity of local context for adaptation actions by referencing locally led adaptation and community-based adaptation.
• Vertical integration is defined as the establishment of intentional and strategic links between national and sub-national governance levels across the stages of planning, implementation, and monitoring, evaluation, and learning (MEL).
