Sustainable public procurement assessment in Vietnam: A reference to the timber industry

The report evaluates the institutional and legal framework for sustainable public procurement (SPP) in Vietnam, identifying the timber industry as a viable starting point. While Vietnam has high-level political commitment and existing environmental laws, the report highlights significant gaps in enforcement, inter-ministerial coordination, and specific guidelines for sustainable alternatives.

• Vietnam has established a political and legislative foundation for sustainable development and environmental protection, including laws on energy saving and environmental protection, as well as requirements for strategic environmental assessments (SEAs) and environmental impact assessments (EIAs).
• The implementation of sustainable public procurement is hindered by a lack of coordination between ministries, insufficient guidelines for identifying sustainable alternatives, and a gap between the existence of laws and their actual enforcement.
• There are opportunities to improve SPP through enhanced communication with the private sector and by integrating SPP content into the existing training curriculum provided by the government agency for procurement management, potentially with support from international donors.
