Sustainable public procurement assessment in Vietnam: A reference to the timber industry

The International Institute for Sustainable Development (IISD) conducted an assessment of sustainable public procurement (SPP) preparedness in Vietnam, focusing on the timber industry as a potential entry point for implementation.

• Vietnam has integrated sustainable development into its political agenda and legislative initiatives, with some government agencies already introducing SPP initiatives. However, the effectiveness of these laws is limited by a lack of enforcement and a need for further guidelines and instructions.
• The implementation of SPP in Vietnam is linked to the enforcement of existing environmental laws, including the Law on Energy Saving, the Law on Environment Protection, and the National Target Program for Energy Saving and Efficiency. While legal requirements for strategic environmental assessments (SEAs) and environmental impact assessments (EIAs) exist, there are insufficient guidelines for these processes and for identifying sustainable alternatives.
• Barriers to the adoption of SPP include poor communication between the government and the private sector, as well as a lack of coordination and collaboration between different ministries. Opportunities for improvement include utilizing the government agency for procurement management to integrate SPP content into training curricula for procurers, potentially with assistance from international donors.
