Next Steps for Defining a Monitoring, Evaluation, and Learning System for the Global Goal on Adaptation by COP 28

This report outlines the necessity of establishing a Monitoring, Evaluation, and Learning (MEL) system for the Global Goal on Adaptation (GGA) by COP 28 to enhance adaptation actions and meet the needs of developing countries.

• The Global Goal on Adaptation (GGA) was established to increase the visibility of and support for adaptation, aiming to bring it to parity with mitigation and serve as an aspiration to accelerate collective adaptation actions.
• The Glasgow-Sharm-el Sheikh (GlaSS) work program, created at COP 26 in 2022, is a two-year initiative to operationalize the GGA, with the goal of finalizing a GGA framework for adoption at COP 28.
• Defining the modalities, timelines, and roles for a global MEL system under the GGA is essential to avoid the process becoming a prolonged methodological exercise and instead focus on enhancing adaptation action and meeting developing-country needs.
