Cattail (Typha spp.) Harvesting in Manitoba: A legislative and market analysis for operationalization and carbon emission offsets

This report analyzes the legislative landscape for cattail harvesting in Manitoba, finding a current lack of explicit federal or provincial regulation. It proposes two management models—private for-profit extraction and publicly funded land management—to integrate cattail harvesting into the regional bioeconomy and water management plans.

• A legislative review conducted by the authors determined that the harvesting of cattails and other similar ecological biomass is not currently explicitly addressed in any provincial or federal programming, policy, or legislation.
• The report proposes two distinct management scenarios for the operationalization of cattail harvesting: a private benefit scenario modeled after for-profit resource extraction like wild rice harvesting (applicable to private and Crown lands), and a publicly funded land management assistance scenario where private corporations are contracted for harvesting in areas of concern, potentially utilizing tax credits or incentives for private landowners.
• Research from the Netley-Libau Nutrient-Bioenergy project has encouraged the replication of cattail harvesting in the Lake Winnipeg watershed, specifically across regions in North Dakota, Minnesota, and Manitoba, where it is viewed as part of an integrated surface water and nutrient management plan.
