Operationalisation of the Just Transition Mechanism

The IEJ argues that the Just Transition Mechanism must be equity-oriented, grant-based, and non-prescriptive to support developing countries' national priorities. It emphasizes the need for technical assistance that covers labour markets and social protection, and calls for governance that ensures the participation of affected stakeholders and avoids exacerbating debt burdens.

• The Just Transition Mechanism should be guided by equity and the principle of common but differentiated responsibilities and respective capabilities (CBDR–RC), supporting nationally determined pathways via NDCs, NAPs, and LT-LEDS.
• International cooperation and finance through the mechanism must be new, additional, and primarily grant-based, avoiding conditionalities that restrict policy space or increase debt burdens for developing country Parties.
• Technical assistance must be demand-driven and context-specific, moving beyond energy systems to include industrial policy, public finance, labour markets, and social protection systems to avoid the failures of purely market-led approaches.
• To ensure inclusive transitions, the mechanism must integrate care-centred approaches, gender equality, and social protection systems to protect vulnerable people and account for unpaid care work.
• Capacity-building should focus on the long-term strengthening of public institutions in finance, labour, social development, and energy, while knowledge-sharing should prioritise South–South cooperation.
