A notification from the Inter-American Institute for Global Change Research (IAI) regarding potential collaboration with the United States National Oceanic and Atmospheric Administration (NOAA) on baseline studies related to solar radiation modification and stratospheric conditions.

• During the Americas Conference on Solar Radiation Modification held August 24-25, 2022, in Kingston, Jamaica, it was reported that the United States National Oceanic and Atmospheric Administration (NOAA) has initiated baseline studies focusing on the Earth's radiation budget and stratospheric conditions, including modeling, assessments, observations, and monitoring.
• NOAA's baseline studies involve observations of stratospheric aerosol baseline conditions and models to simulate the impacts of natural and human-caused aerosol injections—such as volcanoes, air and space traffic, and solar climate intervention methods—on Earth's radiation balance, weather and climate patterns, and other Earth systems.
• Following an informal meeting on October 24, 2022, between the IAI Executive Directorate and NOAA's Chemical Sciences Laboratory and Climate Program Office, NOAA expressed openness to national or regional collaboration in four specific areas: designing baseline observational studies to understand climate model limitations, analyzing the impact of volcanic eruptions or other natural phenomena, identifying current solar radiation management activities, and considering monitoring and early warning systems for climate interventions.
• The IAI and NOAA propose the creation of an informal discussion group comprising NOAA representatives, IAI stakeholders, members of the Scientific Advisory Committee (SAC), the Science and Policy Advisory Committee (SPAC), and partners to explore collaborative activities and baseline studies, aiming to increase institutional understanding and capacity regarding solar radiation modification.
