The Inter-American Institute for Global Change Research (IAI) is facilitating collaboration with the United States National Oceanic and Atmospheric Administration (NOAA) regarding baseline studies on stratospheric conditions and solar radiation modification.

• The United States National Oceanic and Atmospheric Administration (NOAA) has initiated baseline studies focusing on the monitoring, observations, assessments, and modelling of the Earth's radiation budget and stratospheric conditions. These studies aim to understand baseline aerosol conditions and simulate the effects of human-caused and natural aerosol injections—such as space and air traffic, volcanoes, and solar climate intervention methods—on climate patterns, weather, and other Earth systems.
• Following a meeting on 24 October 2022 between the IAI Directorate and NOAA's Climate Program Office and Chemical Sciences Laboratory, NOAA expressed openness to national or regional collaboration in four specific areas: the design of baseline observational studies to understand climate model constraints, the analysis of natural phenomena like volcanic eruptions, the identification of current solar radiation management activities, and the consideration of monitoring and early warning systems for climate interventions.
• The IAI and NOAA propose the creation of an informal discussion group comprising interested Parties, partners, and members of the Science-Policy Advisory Committee (SPAC) and the Scientific Advisory Committee (SAC) to explore collaborative activities and baseline studies, with the goal of increasing institutional capacity and awareness of solar radiation modification through a regional research approach.
