Decision XXIX/9: Update on the Initiative for conducting a national climate assessment in support on adaptation and mitigation: Training and capacity building in Latin America and the Caribbean

This briefing provides an update on the Initiative for enhancing capacity for climate risk assessment and catalyzing partnerships to inform decisions in Latin America and the Caribbean (LACI). It details the initiative's progress from a scoping and partnership building phase involving 14 countries to a pilot co-design phase featuring four specific projects aimed at strengthening climate risk assessments and data interoperability in the region.

• The LACI initiative aims to create partnerships that improve climate risk assessments to support local and regional decision-making for climate change mitigation and adaptation. It seeks to connect researchers, including IPCC assessment authors, with decision-makers, experts in assessment design, and end-users of risk assessments.
• During its scoping phase, national representatives from 14 countries—Argentina, Brazil, Canada, Chile, Colombia, Ecuador, El Salvador, Jamaica, Mexico, Panama, Paraguay, Peru, Uruguay, and the United States—identified climate-resilient priorities and mapped national capacities to facilitate South-South and triangular (North-South-South) partnerships.
• The initiative has entered a pilot co-design phase with four selected projects: strengthening climate impact assessment capacities in El Salvador regarding biodiversity, forests, water, and human habitat; improving data access and interoperability for climate risk assessments across Latin America and the Caribbean; enhancing risk assessment capacity for user groups in Amazonia with a focus on forests, forest carbon, and Indigenous communities; and improving emergency earth observations and national disaster preparedness in Jamaica.
• A specific pilot project focused on data interoperability, co-authored by the IAI Directorate, RedCLARA, and the Ministry of Public Health of Uruguay, proposes using blockchain and new protocols to validate and monitor data. The project aims to integrate national-level data into a regional framework, in accordance with national laws, to better monitor trends and enhance resilience.
