Minutes of the Thirty-First Meeting of the IAI Executive Council (EC)

Minutes from the 31st Meeting of the Inter-American Institute for Global Change Research (IAI) Executive Council, held on 14 June 2011 in Asunción, Paraguay. The meeting focused on financial reports, the potential relocation of the IAI Directorate due to administrative challenges in Brazil, and the development of the CRN 3 science program.

• The IAI is seeking a new host country for its Directorate due to persistent administrative and legal conflicts in Brazil, including issues with taxable international positions, Brazilian labor law constraints, and difficulties with dollar-based financial transactions.
• The Executive Council (EC) recommended that the Conference of the Parties (CoP) empower a committee to evaluate proposals for a new host country, with a submission deadline of 15 October 2011 and a special CoP scheduled for February 15, 2012, to make the final selection.
• For the 2010-2011 fiscal year, the IAI received 90% of approved core budget funds as of 8 May 2011, with pending contributions totaling 1.7 million dollars, although approximately 700,000 US$ from the United States were available upon request.
• The proposed core budget for FY 2011-2012 is 1,331,536 US$, representing a 4.1% increase over the previous year, primarily driven by the exchange rate between the US dollar and the Brazilian Real affecting staff salaries.
• The IAI is designing the CRN 3 program to better integrate natural sciences with human dimensions (social sciences), following lessons from CRN 2 where some projects failed to bridge the gap between these disciplines.
• The IAI has submitted technical reports to the SBSTA emphasizing that land use changes in the La Plata Basin (LPB), involving over 30 million hectares, affect regional and global climate through energy balance and albedo effects.
