Minutes de la vigésima cuarta reunión del Consejo Ejecutivo (CE) del IAI

Minutes from the 24th meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held in Manaus, Brazil, from June 12-15, 2007. The meeting focused on scientific program updates, financial budgeting, strategic planning, and governance reforms.

• The IAI implemented a Training Institute Seed Grant (TISG) program that funded 8 research grants totaling US$ 110,000 for 44 researchers from 19 countries between February 2006 and February 2007. The program aimed to expand scientific networks and promote the participation of smaller countries in IAI research.
• The IAI's scientific programs include the Cooperative Research Network (CRN) I and II. CRN I concluded its final report in September 2006, while CRN II projects began activities in July 2006. The CRN II agenda is distributed across climate and variability (33%), ecosystems, biodiversity, and land-use change (42%), atmosphere, oceans, and freshwater (17%), and human dimensions (8%).
• A Small Grants Program for Human Dimensions (SGP-HD) was designed to strengthen the human dimensions component of CRN II with a total budget of US$ 800,000. Out of 14 proposals, 6 were recommended for approval under SGP-HD and 2 were approved under the broader CRN II framework.
• The IAI is facing significant challenges regarding the quorum of the Conference of the Parties (CoP), noting that the quorum was a problem in the last 6 meetings. The Executive Council created a commission to analyze solutions, including the possibility of not counting countries that have not paid contributions for the previous two fiscal years.
• The Executive Council approved the Operating Budget Request for the 2007/08 fiscal year, totaling US$ 1,014,931. Salaries and benefits represent 74% of the budget, an increase attributed to the devaluation of the Brazilian real against the US dollar.
• The IAI is initiating a strategic planning process to update its vision and improve the dialogue between the scientific community and decision-makers. A commission comprising representatives from Argentina, Mexico, Panama, the SAC, the Executive Direction, and Jerry Melillo of AAAS was created to prepare the terms of reference.
• The IAI is seeking to strengthen its climate component by integrating climate proposals with broader La Plata Basin (LPB) programs within CRN II, emphasizing the importance of this region due to climate variability, floods, and droughts.
• The IAI is exploring partnerships with the Amazon Cooperation Treaty Organization (OTCA) to potentially attract new member countries and enhance knowledge generation regarding the Amazon region.
• The IAI is revising its CoP rules of procedure to improve delegation accreditation and the election process for the Scientific Advisory Committee (SAC). Proposed changes include the designation of permanent and alternate representatives to ensure long-term representation.
