Minutas del EC-XXIII

The document contains the minutes of the 23rd Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on December 9-10, 2006, in Panama City, Panama. The meeting focused on strategic institutional expansion, the transition between the Collaborative Research Network (CRN) I and II programs, financial status, and the scientific reorientation of the Scientific Advisory Committee (SAC) to better integrate human dimensions and policy relevance.

• The IAI is expanding its institutional base by establishing strategic alliances with regional and international organizations to ensure scientific production is relevant to society. These partners include the Red Iberoamericana de Oficinas de Cambio Climático (RIOCC), the Ibero-American Program of Science and Technology for Development, INPE-CPTEC, the University of Sao Paulo, the Inter-American Institute for Cooperation on Agriculture (IICA), SCOPE, and the International Development Research Center (IDRC) of Canada.
• The Collaborative Research Network I (CRN I) program, which ran from 1999 to 2005, represented a financial investment of approximately US$ 10.3 million plus US$ 16 million in parallel funds. It involved over 100 institutions and 220 Principal Investigators/Co-PIs, funded 619 students, produced over 370 publications, and conducted 179 workshops across the Americas.
• The IAI is implementing a new 'Small Grants Program for Human Dimensions' (SGP-HD) to address the fact that only 8% of CRN II projects focused on human dimensions and policy applications. Approved by the NSF on September 27, 2006, the program will fund 5-8 projects for 24 months with grants between US$ 50,000 and US$ 100,000 per year, totaling US$ 800,000.
• An analysis of a RIOCC survey involving 17 countries identified a gap between knowledge of impacts and knowledge of adaptation. While countries reported some knowledge of impacts, they reported very little regarding adaptation. A combined ranking of priorities and lack of knowledge identified the top 'Needs' as energy, biodiversity, and hydrology.
• The IAI faces ongoing challenges with member country contributions to its Basic Budget. As of November 23, 2006, only 6% of contributions had been received. The Executive Council discussed moving to a contribution scale with US$ 1,000 increments instead of US$ 5,000 to encourage payment, a change previously approved by CoP V but not yet ratified by all member countries.
• The Scientific Advisory Committee (SAC) is undergoing a strategic reorientation to become the 'intellectual engine' of the Institute. The SAC aims to move beyond purely disciplinary science to a more balanced portfolio including interdisciplinary science, science-policy dialogues, and applications. Approximately 60% of the SAC will be renewed by mid-2008, with a focus on filling gaps in meteorology, climatology, biodiversity, urban issues, energy, and environment/economics.
• The IAI is revising its Data and Information System (DIS) to better bridge the gap between the generation of raw scientific data and the dissemination of useful information. The Institute is migrating to open-source software to reduce costs and is seeking a strategy to make data more accessible and relevant to policy makers.
• The IAI has implemented Training Institutes (TIs) and Seed Grants (TISG) to increase capacity in smaller countries. Eight TISG proposals were funded with a total of US$ 110,000, involving 44 professionals from 18 American countries, many of whom were participating in IAI research for the first time.
