The report documents the 23rd Meeting of the Inter-American Institute for Global Change Research (IAI) Scientific Advisory Committee (SAC), held in Toronto, Canada, from April 19-21, 2006. The meeting focused on developing a strategic plan to enhance the policy relevance of global environmental change (GEC) science in the Americas, addressing the balance between fundamental research and science assessments, and managing the allocation of remaining funds for the second Core Research Network (CRN II).

• The IAI is shifting its strategic focus toward enhancing policy relevance while maintaining scientific credibility. Proposed visions for the institute include becoming the "Premiere GEC science – policy institute in the Americas" and providing "International science in support of national & regional policy in the Americas".
• A workshop in Ubatuba, Brazil (November 27 – December 2, 2005) identified four cross-cutting topics for bridging the gap between GEC sciences and policy: science policy, making science credible and operationally valuable, stakeholder integration, and communications.
• Environment Canada is utilizing the Global Environmental Multiscale Forecasting & Modelling (GEM) space-based observation system as a "backbone to many forecasting and CC models" to improve environmental predictions and emergency preparedness.
• The SAC proposed a new policy for human subject research and informed consent to ensure compliance with international and national standards. The policy places the primary responsibility on the Principal Investigator (PI) to ensure standards are met before funds are released.
• The SAC recommended that approximately USD 1.0 million in remaining CRN II funds be reserved until the committee can review current projects and identify research gaps, after which a focused call for strategic areas will be initiated.
• The National Science Foundation (NSF) provides annual support to the IAI, including $595,000 per year shared between the NSF and NOA, and a $2 million per year science program, with $300K for capacity building at IAI and $400K at NCAR.
