Informe de la Vigésimo Segunda Reunión del Consejo Ejecutivo del IAI(CE)

This document is the report of the 22nd Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on May 22-23, 2006, in Porlamar, Venezuela. The meeting focused on the strategic development of the IAI's scientific agenda, financial reporting, capacity building initiatives, and the resolution of project compliance and funding issues.

• The IAI is initiating a process to develop a medium-term Strategic Plan to update its scientific agenda, which was defined ten years prior. This process involves a three-stage review and evaluation (R&A) of recent science and activities, gathering input on the need for revision, and articulating a plan with a vision and measurable performance indicators.
• The IAI's scientific direction is shifting toward a greater emphasis on human dimensions and policy implications. The proposed redefined agenda is "The human dimensions and policy implications of climate change and variability, ecosystems, biodiversity, land use and cover, water resources, atmospheric composition, oceans and fresh waters."
• The IAI implemented a Training Institute Seed Grant (TISG) program to foster multidisciplinary and multinational teams. Eight grants totaling US$ 80,000 were awarded to 44 professionals and policymakers from 18 American countries, with activities scheduled to conclude by February 23, 2007.
• The IAI's financial status as of April 30, 2006, showed that 93% of expected contributions for the fiscal year had been received, although only 8 countries had made payments. This high percentage is attributed to the large contributions of the United States (60%), Brazil, and Canada, who together provide 75% of total contributions.
• The Executive Council addressed a compliance failure by the Centro de Investigación Científica y de Educación Superior de Ensenada (CICESE) regarding a CRN I project. Due to insufficient financial and scientific reporting, the project was terminated, and the EC decided to form a group to analyze the Regulations for the Suspension and Cancellation of Projects to avoid retroactive application of rules.
• The IAI resolved a funding dispute regarding Cuban participation in CRN II projects. While some components were initially unfundable via NSF funds, the IAI ensured that projects involving Cuba recommended by the SAC and approved by the EC would have the necessary resources, utilizing the Director's Special Fund or co-financing from other institutions like the University of Alberta.
• The Scientific Advisory Committee (SAC) recommended that the IAI strictly apply international regulations regarding informed consent for any research involving human subjects, requiring PIs to provide documentation of compliance before funds are released.
• The IAI is working to improve its Data and Information System (DIS) with assistance from INPE and CPTEC. This includes integrating internal data management between financial and scientific administration areas and implementing regional data correction provided for free by a Canadian company.
