A 1998 Statement of Intent between the United States and Chile to launch the Pan-American Climate Information System for Disaster Preparedness (PACIS) to reduce disasters and improve decision-making regarding climate fluctuations.

• The Government of the United States of America and the Government of the Republic of Chile agreed to jointly launch the Pan-American Climate Information System for Disaster Preparedness (PACIS), with an invitation for other regional partners to join based on available funds and legal regulations.
• PACIS aims to establish a sustainable system for climate forecasting to reduce disasters and enhance decision-making in critical sectors, specifically health, shelter, forest and water management, agriculture, and security.
• The initiative was prompted by the impacts of the 1997-98 El Nino and the demonstrated accuracy of forecasts provided by the International Research Institute for Climate Prediction (IRI-CP).
• Implementation of the agreement involves specific national agencies: the National Oceanic and Atmospheric Administration (NOAA) and the Agency for International Development's Office of Foreign Disaster Assistance (OFDA) for the United States; and the National Emergency Office (ONEMD), the Meteorological Directorate of Chite (DMC), and the Hydrographic and Oceanographic Service (SHOA) for Chile.
• The Participants intend to seek support for PACIS from the International Research Institute for Climate Prediction (IRI-CP) and the Inter-American Institute for Global Change Research (IAI), while exploring further support from the Inter-American Development Bank and the International Bank for Reconstruction and Development.
