Decision XXVI/45: Report on implementation of the IAI Open data policy and principles and the IAI open data portal

This report by the IAI Directorate details the implementation of the IAI Open data policy and principles and the development of the IAI open data portal, including partnerships with academic institutions and international bodies to promote open science and South-South cooperation.

• The IAI Directorate has established specific data requirements for projects under Collaborative Research Networks, requiring Grantees and Principal Investigators (PIs) to maintain and distribute high-quality data using international standards and to adhere to the IAI policy for the free and open Dissemination of Results. Where applicable, documented data sets or electronic metadata must be submitted to the IAI Data and Information System (IAI-DIS).
• To develop the IAI open data portal, the IAI Directorate utilized the framework of the AGESIC open data catalog from the Government of Uruguay and received advice from the Center for Earth Observation Sciences (CEOS) at the University of Alberta. Consequently, the IAI entered into an agreement with Harvard University to use the Dataverse platform, an online repository for disseminating and preserving research data, for the portal's development. The development was financially supported by the NSF.
• The IAI is collaborating with the International Council for Science (ICS), the Committee on Data of the International Council for Science (CODATA), and the African Academy of Science (AAS) to create a Collaborative South-South regional approach to open data and open science. This initiative focuses on technical issues, such as metadata standards and open data formats, and governance issues, including intellectual property, national obligations, and the rights of local communities and indigenous peoples.
• The report references the Escazú Agreement (Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean), adopted on 4 March 2018 by 24 countries, as a relevant example of international governance regarding the right of persons to access environmental information and participate in decision-making.
