Informe de la Dirección Ejecutiva Ciencia-Política

This report from the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) details activities to bridge the gap between science and policy. It outlines the establishment of procedural rules for the Science-Policy Advisory Committee (SPAC), efforts to strengthen capacity within member states, and the policy impacts of the third round of Cooperative Research Networks (CRN3).

• The IAI Executive Directorate has developed a Rules of Procedure for the Science-Policy Advisory Committee (SPAC) to be considered at the 27th Meeting of the Conference of the Parties (CoP-27) in Brasilia in 2019.
• The IAI is implementing a multifaceted approach to improve the provision of scientific information to governments, which includes establishing links with multilateral environmental agreements and organizations such as the Convention on Biological Diversity, the UN Framework Convention on Climate Change, the IPCC, and the IPBES.
• The IAI is partnering with the UN Office for South-South Cooperation (UNOSSC) and the QIAO Foundation on an international cooperation initiative for decarbonization and climate-resilient governance in South American megacities, specifically involving Buenos Aires, Santiago, and São Paulo.
• The third round of Cooperative Research Networks (CRN3) has led to tangible policy changes and institutional improvements across the Americas, including the modification of mining policies and the implementation of early warning systems for deforestation and malaria in Ecuador.
• CRN3 projects have influenced national environmental management and legislation, such as the approval of the Laguna de Rocha Management Plan in Uruguay and the declaration of the Namuncurá / Burdwood Marine Protected Area in Argentina under Law 26.875 (2013).
• Research from the CRN3 program has provided tools for sustainable resource management, such as the ECOSER toolset for ecosystem services in South America and crop yield forecasting systems used by farmers in the Pampas region.
• The IAI proposes that the Conference of the Parties adopt mechanisms requiring member states to establish processes for IAI focal points to present scientific results to decision-makers and to help the IAI identify priority research areas for policy-making.
