Report of the IAI Directorate Science-Policy

The Report of the IAI Directorate Science-Policy details the activities of the Inter-American Institute for Global Change Research (IAI) in bridging the gap between scientific research and public policy. It outlines the establishment of rules for the Science-Policy Advisory Committee (SPAC), collaborations with multilateral environmental agreements, and the policy impacts of the third Collaborative Research Network (CRN3) across the Americas.

• The IAI Directorate has developed draft Rules of Procedure for the Science-Policy Advisory Committee (SPAC) to be considered at the 27th meeting of the Conference of the Parties in Brasilia, 2019. Additionally, the SPAC has contributed to the drafting of a new IAI Strategic plan and the updating of the IAI Scientific agenda.
• The IAI Directorate employs a multi-faceted approach to improve the provision of scientific information to governments. This includes establishing relationships with multilateral environmental agreements and organizations, such as the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, the Intergovernmental Panel on Climate Change, and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services.
• The IAI is partnering with the United Nations Office for South-South Cooperation (UNOSSC) and the QIAO Foundation on a project focused on decarbonization and climate resilient governance in South American megacities, specifically involving the municipalities of São Paulo, Brazil; Santiago, Chile; and Buenos Aires, Argentina.
• The third Collaborative Research Network (CRN3) produced several policy-relevant outcomes across the Americas, including: the establishment of nitrous oxide emission factors in Uruguay's national inventories; the implementation of an early warning system for deforestation and malaria in Ecuador; and the creation of a crop yield forecasting system for maize, wheat, and soybean used by farmers in the Pampean region.
• CRN3 projects have influenced environmental management and legal actions, such as the approval of the Management Plan for Laguna de Rocha in Uruguay, the declaration of the Namuncurá/Burdwood Bank Marine Protected Area in Argentina via Law 26.875 (2013), and the use of a deforestation database in Argentina to bring illegal deforesters in Salta to trial.
• Research from CRN3025 indicated that the type of protected area significantly affects land use management effectiveness; specifically, sustainable use protected areas that allow indigenous and traditional uses have positive conservation outcomes, whereas restricted use areas more frequently lead to conflict, illegal use, and deforestation.
• The IAI Directorate has proposed draft decisions for the Conference of the Parties to establish mechanisms for IAI focal points to present scientific project results to decision-makers and for Parties to identify priority research needs for policy and decision-making related to global change.
