This briefing, prepared by the United States as Chair of the Implementation Committee for the Tripartite Structure of the IAI, evaluates the progress of a distributed governance model for the Inter-American Institute for Global Change Research (IAI) and recommends merging its directorates into a single entity based in Uruguay.

• The IAI's approved Tripartite Governance Structure intended to distribute the Directorate across three countries: Uruguay for overall coordination and integrated operations, Brazil for new science development activities, and Argentina for new science-policy liaison activities.
• As of May 2018, only the IAI Directorate in Uruguay is fully operational, having been established on 13 November 2012. Agreements to establish the Science-Policy Liaison Directorate in Argentina and the Science Development Directorate in Brazil remain under discussion.
• The Implementation Committee suggests that the Tripartite Governance Structure may be too ambitious due to the financial and administrative burdens of maintaining physical office space and appointed staff in multiple locations, especially given the current economic environment.
• The Implementation Committee recommends retiring Decision XX/10 and merging the Science Development and Science-Policy Liaison Directorates into the Operations and Finance Directorate located in Montevideo, Uruguay.
