The report details the 57th meeting of the Executive Council (EC-57) of the Inter-American Institute for Global Change Research (IAI), held via videoconference on May 16, 2024. The meeting focused on the transition of the IAI headquarters from Uruguay to Panama, the approval of operating budgets for 2024-2027, and the establishment of formal procedures for permanent observer status.

• The Executive Council recommended that the Conference of the Parties (CoP) approve the operating budget and country contributions for the 2024–2025 fiscal year, as well as a preliminary request for 2025–2027. The proposal includes a 20% increase in voluntary country contributions for the 2024-2025 fiscal year compared to 2023–2024, followed by a 5% increase in subsequent years.
• The IAI is in the process of relocating its headquarters from Uruguay to Panama. While Panama expressed optimism that the Host Country Agreement would be ready and approved by October 2024, the Government of Uruguay notified the IAI that the current Host Agreement would end on July 29, 2024, granting an exceptional three-month extension until October 31, 2024.
• Due to concerns that the transition to Panama might not be completed by October 2024, the Executive Council recommended that the Parties sign an official letter requesting the Government of Uruguay to extend diplomatic immunities and privileges until July 31, 2025.
• The IAI is establishing formal procedures for granting permanent observer status, as it previously lacked such procedures. The proposed framework includes a provision to withdraw permanent observer status after three years of inactivity, at the request of the observer, or at the request of the Executive Council.
• The Financial Working Group identified challenges regarding funding, noting that country contributions have not been adjusted for inflation in recent years and some Parties have not made voluntary contributions for several years. The group recommended adjusting contributions for inflation and reporting in-kind contributions alongside financial ones.
• The IAI is implementing an initiative to improve the capacity of countries in Latin America and the Caribbean to conduct national climate assessments for adaptation and mitigation strategies. This includes pilot projects in Jamaica, El Salvador, the La Plata Basin, and the Amazon region.
