Report of the 57th meeting of the IAI Executive Council

The report details the proceedings of the 57th meeting of the Inter-American Institute for Global Change Research (IAI) Executive Council, held via videoconference on 16 May 2024. • The Executive Council recommended that the Conference of the Parties approve the core budget and country contributions for the 2024–2025 fiscal year and a preliminary request for 2025–2027. • The IAI Directorate is in the process of relocating its headquarters from Uruguay to Panama. While the Panamanian government hopes to have the Host Country Agreement approved by October 2024, the Government of Uruguay indicated that the current Host Country Agreement terminates on 29 July 2024, with an exceptional extension provided only until 31 October 2024.
• Due to concerns that the relocation to Panama might interrupt operations, the Executive Council recommended that Parties sign an official letter requesting the Government of Uruguay to extend immunities and privileges provisions until 31 July 2025.
• The Executive Council recommended that the Conference of the Parties adopt formal procedures for granting permanent observer status at the IAI, including a provision to retire this status after three years of inactivity or upon request.
• The IAI is implementing an initiative to improve the capacity of countries in Latin America and the Caribbean to conduct national climate assessments for adaptation and mitigation strategies. This includes pilot projects in Jamaica, El Salvador, the La Plata region, and the Amazon region.
• The Financial Working Group identified challenges regarding the IAI's funding, noting that Party contributions have not been adjusted for inflation in recent years and some Parties have failed to make voluntary contributions for several years.
