This briefing document lists the actions approved during the first day of the 16th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on December 2, 2002, in Panama City.

• The Executive Council (EC) approved the agenda for its 16th Meeting and the report from its 15th Meeting, the latter including two specific corrections regarding a funding request amount and the decision-making process for maintaining working groups.
• The EC approved the Auditors' Report for the financial period ending June 30, 2002, and intends to submit it to the next Conference of Parties (CoP) meeting.
• The EC requested several administrative and procedural updates, including a definition of the functions of the EC Steering Committee by June 2003, formal nominations of representatives from member countries, and a proposal to reduce the frequency of EC and CoP meetings.
