This report documents the proceedings and recommendations of the 51st meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held via videoconference on 22 June 2021. The meeting focused on administrative approvals, financial reports, and the introduction of new policy frameworks regarding whistleblowing and gender, as well as a new initiative for national climate assessments in Latin America and the Caribbean.

• The initiative for national climate assessments involves potential collaboration between various entities, including the United States Global Change Research Program (USGCRP), the United States Group on Earth Observations, AmeriGEO (co-chaired by Argentina, Peru, and the United States), and the IAI's Science, Technology, Policy (STeP) Fellowship Program.
• The Executive Council approved a Whistleblower policy by consensus, which was developed using input from IAI Directorate staff and consultations with private sector, international organization, and government department policies. The policy is intended to provide a secure and confidential way for staff to report fraudulent behavior or violations of administrative rules.
• A Gender policy on IAI projects and activities was approved by consensus, following requests from Argentina and Mexico. The Council further recommended that the policy be expanded during the 2021/2022 intersessional period to incorporate principles of equity, diversity, and inclusion.
• The Financial and Administrative Committee (FAC) found the IAI's budget request to be appropriate and reasonable, noting that it responded to the evolving nature of the institute's operations. Additionally, IAI staff received an unqualified audit opinion.
• The Executive Council established a Committee to Recommend Candidates for the Scientific Advisory Committee (SAC) elections, consisting of representatives from Brazil, Mexico, Peru, and the United States.
