A list of action items from the 28th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held in Bogotá, Colombia, on May 18, 2009, focusing on strengthening member country relations and institutional governance.

• The Executive Council (EC) committed to supporting the Executive Directorate in identifying strategies to strengthen relationships with member countries. This includes reviewing 'country information sheets' to determine their utility and referencing them regionally and thematically.
• To engage less involved member countries, the EC decided to use a Twiki site to create a calendar for bilateral meetings. Additionally, the United States offered assistance via its State Department and Scientific Agencies to contact these countries and suggested that Foreign Relations Offices issue 'joint demarches' to encourage active participation.
• The EC agreed to several outreach and definition initiatives: Costa Rica offered to communicate regarding its membership and promote IAI activities within the Central American Integration System (SICA), and Colombia proposed disseminating IAI information beyond member countries' environmental institutions. Furthermore, a document will be created to define the roles, responsibilities, and activities expected of IAI representatives, with the representative from Costa Rica tasked with the initial draft.
• Administrative and legal actions include the review of the Host Country Agreement, for which Venezuela offered to seek a legal expert from its Ministries. The Executive Director also requested short articles (approximately 200 words) for the IAI Newsletter regarding the benefits of free information exchange in member countries, due by June 25.
• The EC established that the date and location for the 2010 meetings of the Executive Council and the Conference of Parties (CoP) must be determined by September 2009 at the latest.
