The IAI Executive Council (CE) met in June 2003 to address administrative, financial, and scientific governance. Key outcomes included the creation of a nomination committee for the Scientific Advisory Committee (SAC), the renaming of the Financial and Administrative Working Group to the Financial and Administrative Committee (FAC), and the proposal of a debt-swap mechanism for member countries with arrears. The Council also approved the IAI's New Scientific Agenda and an annual report for submission to the Conference of Parties (CoP X), while postponing a planned 8% increase in member contributions until the following year.

• The Executive Council (CE) requested the Financial and Administrative Working Group to evaluate a proposal from Colombia, supported by Costa Rica, allowing member countries with debts to the IAI to offset arrears through the funding of IAI-coordinated local activities, described as a 'canje de deuda' (debt swap).
• The CE approved the 'Nueva Agenda Cientifica del IAI' (New Scientific Agenda of the IAI) and the Annual Report (Document 11- CoPX/DWD/Esp/Abril 30, 2003) for submission to the CoP X.
• The Financial and Administrative Working Group (FAWG) was renamed the Financial and Administrative Committee (FAC), with membership open to all IAI member countries. Initial participating countries include Argentina, Brazil, Chile, and the United States.
• The CE established a Nomination Committee to select candidates for the Scientific Advisory Committee (SAC), consisting of Michel Béland (Canada), Gilberto Camara (Brazil), Adrián Fernandez (Mexico), Jim Buizer, and the IAI Scientific Officer.
