This document is a list of actions and decisions from the 16th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on December 2-3, 2002, in Panama City, Panama.

• The Executive Council (EC) approved the Auditors' Report for the financial period ending June 30, 2002, and decided to submit it to the next Conference of Parties (CoP) meeting.
• The EC approved the final report from the Working Group for Increasing Country Commitment to the IAI and instructed the Executive Director to implement its recommendations.
• The EC approved a report titled "An Analysis of IAI ad hoc Comittees," presented by Dr. Paul Filmer, which suggests the dissolution of several committees and working groups.
• The United States confirmed it would host the 17th EC Meeting and the 10th CoP Meeting in Boulder, Colorado, on June 2-3 and June 5-6, 2003, respectively, with a Scientific Forum scheduled for June 4.
• Costa Rica offered to host the 18th EC Meeting in November or December 2003, provided no offer is received from a member country that has not previously hosted an IAI EC meeting.
