This document records the decisions made during the 14th Meeting of the IAI Executive Council (EC), held on November 26-27, 2001, in Havana, Cuba. • The Executive Council (EC) postponed the election of the tenth SAC member to the February 2002 Conference of Parties (CoP) meeting in Sao Jose dos Campos, Brazil. Additionally, a second vacancy created by the departure of Dr. John Robinson must be filled, with the SAC required to provide a slate of two to four candidates to the IAI Directorate by January 31, 2002.
• The EC mandated the creation of several documents to be finalized by the February 2002 meeting in Brazil, including rules for the 'Suspension and Termination Procedures for [AI Projects', strategies to increase country commitment to the IAI (ICC), and protocols for handling delays in voluntary contributions from member countries.
• The IAI Directorate was requested to produce country-specific reports detailing the IAI's investments relative to each member country's contributions, as well as the practical scientific results from IAI-supported projects.
• The 'Declaration of Panama' was not approved because it failed to receive enough signatures by the deadline proposed by the CoP, though the EC recommended that parties attempt to approve a similar document at the next CoP meeting.
• The EC accepted an offer from Brazil to host the 15th Meeting of the EC in Sao Jose dos Campos during the week of February 25, 2002.
